“The political and social climate in Catalonia is much better today than a year ago, and our firm conviction is that within a year it will be even better”, celebrated Pedro Sánchez, on September 15, after meeting at the Palau de la Generalitat with Pere Aragonès, with whom he also reactivated the dialogue table between the two governments.

Two weeks later, again in the Catalan capital, the President of the Government was able to confirm his statement yesterday, by accompanying the King at the inauguration of the International Motor Show (Automobile Barcelona) at the Montjuïc fairgrounds, on the eve of the anniversary of 1-O. An appointment that neither Pere Aragonès nor the mayor Ada Colau attended.

It should not be forgotten that the imminence of this emblematic date for the independence movement – due to the unilateral referendum held on such a day as today in 2017, which was repressed with sticks by the Mariano Rajoy executive – caused that just a year ago, in September 2020 , the Government of Sánchez chose to prevent Felipe VI from attending, for the first time, the traditional delivery of offices at the Judicial School in Barcelona. The fear was that the King’s visit would cause altercations and heat up the atmosphere before the Supreme Court ruling that disqualified Quim Torra as president of the Generalitat, which a few days later reproduced the daunting images of barricades and burning containers in the streets.

Sánchez’s decision to pardon the independence leaders imprisoned by the 1-O and the procés , in June, together with the reactivation of the bilateral commission in August, and of the dialogue table between both governments, on September 15, changed radically the political and social climate in Catalonia, according to Moncloa.

Sánchez’s objective is to consolidate the “normalization policy” in Catalonia. And this strategy includes the constant presence in Catalan territory of both the King and Sánchez and other members of the Government in recent times. In Moncloa they warn that the purpose is to deploy an intense agenda in Catalonia that focuses on political and economic issues and, at the same time, takes it away from the identity and independence debate that enchanted the political and institutional confrontation for more than ten years.

The very “agenda for the reunion” that Sánchez handed over to Aragonès two weeks ago, they recall in Moncloa, makes explicit their purpose of promoting “an expansion of horizons” in Catalonia, to focus on new economic development projects, investments in infrastructures and the best use of European recovery funds for the Catalan productive fabric, in addition to prioritizing both economic growth and health, education, social services and environmental management.
